” Free and Informed Prior Consultation: Challenges for its Application in the Hydrocarbon Sector” is a publication arising from the Energy, Environment and Population (EAP) program, which aims to promote tripartite dialogue between governments, companies and indigenous peoples in relation to hydrocarbon activities and the promotion of initiatives with common tripartite objectives, linked to the development of hydrocarbon potential in a manner compatible with environmental sustainability and the economic and social development of countries.
The objective of this document is to provide an overview of the fundamental right to prior consultation in the countries of the Amazon Basin (Bolivia, Colombia, Ecuador, Peru and Venezuela) from which indigenous peoples are beneficiaries.
This publication is a consultation tool aimed at indigenous communities, companies and various State institutions involved in hydrocarbon activities, within a democratic framework that guarantees the right to participation of indigenous peoples at the various stages of prior consultation, respecting and guaranteeing the free and full exercise of human rights.
This document was prepared with the financial support of the Canadian Cooperation with the participation of the Regional Association of Oil, Gas and Biofuels Companies in Latin America and the Caribbean (ARPEL) and the Coordinator of Indigenous Organizations of the Amazon Basin (COICA).
