The study builds a baseline of average consumption and CO2 emissions by type of private vehicle between 2007-2016, and proposes four scenarios for the penetration of electric vehicles for the period 2017-2030. On the other hand, the proposal identifies the main barriers to the adoption of this technology in the country, and suggests a road map to overcome the obstacles identified and an institutional map with the distribution of responsibilities among the different government entities.
