Discussions focused on the causes, impacts, and mitigation strategies of electricity losses, based on the IDB\u2019s study <em data-start=\"783\" data-end=\"858\">\u201cThe Economics of Electricity Losses in Latin America and the Caribbean.\u201d<\/em><\/p>\n<p data-start=\"860\" data-end=\"1312\">The opening remarks were delivered by Fitzgerald Cantero Piali, Director of Studies, Projects, and Information at OLACDE, who emphasized the need to approach this challenge holistically: <em data-start=\"1046\" data-end=\"1182\">\u201cIt is important to understand electricity losses not only from a technical perspective but also from economic and social dimensions.\u201d<\/em> He added, <em data-start=\"1193\" data-end=\"1312\">\u201cThis space aims to put the issue on the table, share diagnostics and best practices, and build a menu of solutions.\u201d<\/em><\/p>\n<p data-start=\"1314\" data-end=\"1672\">OLACDE\u2019s Executive Secretary, Andr\u00e9s Rebolledo, noted that <em data-start=\"1372\" data-end=\"1550\">\u201celectricity losses amount to 15% of the annual supply in Latin America and the Caribbean \u2014 a figure equivalent to the region\u2019s total current wind and solar energy production.\u201d<\/em> He also proposed establishing a <em data-start=\"1583\" data-end=\"1600\">&#8220;regional goal&#8221;<\/em> as a <em data-start=\"1606\" data-end=\"1626\">\u201cpolitical driver\u201d<\/em> to mobilize regulatory and technical reforms.<\/p>\n<p data-start=\"1674\" data-end=\"1983\">Representing ADELAT, Executive President Alessandra Amaral highlighted the importance of regional cooperation. <em data-start=\"1785\" data-end=\"1856\">\u201cLosses deprive us of essential resources for the energy transition,\u201d<\/em> she stated, adding: <em data-start=\"1877\" data-end=\"1983\">\u201cWe need to unite knowledge and best practices to overcome them and secure a sustainable energy future.\u201d<\/em><\/p>\n<p data-start=\"1985\" data-end=\"2443\">The event continued with a special presentation by IDB experts Rigoberto Ariel Yepez-Garcia and Ra\u00fal Jim\u00e9nez Mori. They explained that reducing electricity losses requires a stable political environment to ensure long-term continuity and support; effective communication about the economic, social, and service-quality benefits; aligned incentives to improve efficiency and cost recovery; and strategic planning with the incorporation of modern technologies.<\/p>\n<p data-start=\"2445\" data-end=\"2613\">Later, Rodrigo Palma, professor at the SEDA Center \u2013 University of Chile, moderated the panel <em data-start=\"2539\" data-end=\"2602\">\u201cExperiences in Reducing and Controlling Electricity Losses,\u201d<\/em> featuring:<\/p>\n<ul data-start=\"2615\" data-end=\"3073\">\n<li data-start=\"2615\" data-end=\"2738\">Giovanni Salazar and Jaime Mercar Chonay from the Inspection, Losses, and Metering Department of EEGSA \u2013 EPM Guatemala.<\/li>\n<li data-start=\"2739\" data-end=\"2835\">Manuel Antonio Barboza Chac\u00f3n, Loss Management Coordinator at ICE Electricidad (Costa Rica).<\/li>\n<li data-start=\"2836\" data-end=\"2901\">Germ\u00e1n Noez, Market Discipline Manager at Edenor (Argentina).<\/li>\n<li data-start=\"2902\" data-end=\"2995\">Aldo Pessanha, Chairman of ADELAT and Director of Generation and Strategy at Enel Brazil.<\/li>\n<li data-start=\"2996\" data-end=\"3073\">Ariel Ram\u00edrez from the Central American Institute of Public Administration.<\/li>\n<\/ul>\n<p data-start=\"3075\" data-end=\"3425\">The EEGSA \u2013 EPM Guatemala team presented their \u201cEnergizados\u201d project, which uses artificial intelligence to predict electricity fraud. Key benefits included: comprehensive customer analysis, optimized inspection processes, automated fraud evaluation, automatic reporting, streamlined decision-making, equipment fault detection, and model scalability.<\/p>\n<p data-start=\"3427\" data-end=\"3736\">Barboza Chac\u00f3n reviewed ICE Costa Rica\u2019s loss reduction efforts: <em data-start=\"3492\" data-end=\"3574\">\u201cIn 2024, our company had 8.05% losses, representing around 64 million dollars.\u201d<\/em> He noted that <em data-start=\"3589\" data-end=\"3640\">\u201cmany actors are involved along the value chain,\u201d<\/em> and emphasized ongoing work through technology upgrades and migration to more efficient meters.<\/p>\n<p data-start=\"3738\" data-end=\"4027\">Noez highlighted Edenor\u2019s initiative launched in 2019 to install self-managed meters, now used by approximately 246,000 customers. He stressed that this effort led to a <em data-start=\"3907\" data-end=\"3949\">\u201cprogressive reduction in energy losses\u201d<\/em> and helped <em data-start=\"3961\" data-end=\"4027\">\u201cbuild loyalty among previously inactive or informal customers.\u201d<\/em><\/p>\n<p data-start=\"4029\" data-end=\"4484\">Finally, Aldo Pessanha outlined Enel Brazil\u2019s strategies to combat electricity theft in Rio de Janeiro. Actions implemented in 2024 included field inspections, network cleanup projects in high-recurrence areas, regularization of illegal connections, the BT Zero project, customer shielding with smart metering, and integrated management of critical areas, coordinated with the police and supported by initiatives to promote responsible energy consumption.<\/p>\n<p data-start=\"4486\" data-end=\"4776\">Electricity losses remain one of the main challenges for the region, impacting efficiency, sustainability, and service quality. Through inter-institutional collaboration, Latin America and the Caribbean can move toward a more resilient power system committed to a sustainable energy
