\u00bfCu\u00e1l es el impacto del COVID-19 sobre la transici\u00f3n energ\u00e9tica de los pa\u00edses de la regi\u00f3n de Am\u00e9rica Latina y el Caribe? Perspectivas a futuro<\/strong><\/p>\n

En la \u00faltima d\u00e9cada, la mayor\u00eda de los pa\u00edses de la regi\u00f3n han puesto en funcionamiento pol\u00edticas p\u00fablicas con el objetivo de alcanzar el autoabastecimiento energ\u00e9tico, y al mismo tiempo permitir una transici\u00f3n energ\u00e9tica justa a fin de lograr seguridad de abastecimiento y equidad en el acceso energ\u00e9tico. Esto ha quedado evidenciado en los procesos competitivos para el financiamiento de proyectos de energ\u00edas renovables a trav\u00e9s del mecanismo de subastas (OLACDE, 2019), y de los programas de acceso energ\u00e9tico a trav\u00e9s de fuentes renovables.<\/p>\n

El objetivo de tales pol\u00edticas apunt\u00f3 a dejar de depender paulatinamente de fuentes energ\u00e9ticas primarias como el petr\u00f3leo o el gas natural, con las fuertes implicancias que esta dependencia genera sobre el saldo de la balanza de pagos y la demanda divisas, que luego impactan finalmente en forma directa sobre el crecimiento econ\u00f3mico de nuestros pa\u00edses. Al mismo tiempo, las pol\u00edticas de promoci\u00f3n de energ\u00edas renovables fueron impulsadas con el objetivo de mitigar los efectos del cambio clim\u00e1tico. Esto adquiri\u00f3 especial relevancia desde el a\u00f1o 2015, en el cual diversos pa\u00edses de la regi\u00f3n firmaron el Acuerdo de Par\u00eds en la 21\u00aa Conferencia de las Partes (COP) de la Convenci\u00f3n Marco de Naciones Unidas sobre Cambio Clim\u00e1tico (CMNUCC) (OCDE\/IAE, 2016). Bajo este acuerdo establecieron compromisos de reducci\u00f3n de emisiones de Gases de Efecto Invernadero (GEI) para lograr el objetivo global de mantener el aumento de la temperatura media mundial muy por debajo de 2 \u00baC con respecto a los niveles preindustriales (Art. 2).<\/p>\n
