INFORMATION MANAGEMENT AND TRAINING COORDINATOR
The Information Management and Training Coordinator is a Colombian national, he has Masters Degree in Systems Engineering and he is a Chemical Engineering from the National University of Colombia. He has completed his professional training with several specialization courses in energy planning, project management, climate change and energy audits.
His professional experience is mainly related to the energy sector in developing information systems, studies of supply and demand for energy through censuses, surveys and analysis of available information, processing and analysis of statistics and indicators, development of simulation models and prospective, studies of environmental impact and emissions of greenhouse gases, rational use of energy, processing and analysis of energy balances.
As a consultant he has participated in projects conducted by international organizations such as IADB, OLADE, UNDP, World Bank and DECON where he developed the Implementation of Useful Energy Balance in the Energy Planning, the Expansion Plan of Distribution System of the City of NICARAGUA Managua, Selection System of Beneficiaries of Social SISBEN programs in Colombia, Basic Education Information System SABE, Social Identification Mix for Ecuador MATIS, the National Energy Information System of Nicaragua, the National Survey of Wood of Nicaragua, and surveys of use and consumption in the energy industry, agriculture and trade sectors, developing models of sectoral energy demand and methodologies for updating and diagnosis of the energy mix.
He has been linked to OLADE as Information Manager and consultant carrying out the development of the Internet version of the Energy Economic Information System-SIEE, the Legal Energy and Environment Information System, SIEL, System of Analysis and Simulation of Energy Outlook, systems of information quality control and generation of sustainability indicators.
In Colombia he has worked as a private consultant to numerous state owned Companies such as the Energy Mining Planning Unit UPME where he developed the information and knowledge management system in unconventional sources of energy SGI & C and Methodology Diagnostic for the Study of Consumption of Firewood, Charcoal and Waste Plant. He has also participated in studies and developments for Carbocol and Departments of Planning and Health in Bogota.
Within the national government he served as Coordinator of the Energy Information System SIE at the National Planning Department and he also acted as Director of Information Systems at the Ministry of Mines and Energy, he carried out as well, under these responsibilities the study of supply and demand of energy in various economic sectors, surveys of energy use and consumption in the industry, transport, residential, commercial and agricultural sectors, as well as the development and application of models of energy prospects.
MISSION: To collect, process and update the energy statistical data from Member Countries of OLADE. To provide tools and technical support so each Member Country is able to manage energy information.
PROJECTS:
- SIEE. Energy Economic Information System. It is a statistical data base in the energy sector which includes information from Member Countries on oil, natural gas, liquefied gas, coal, refined oil, electricity and others with a historical series since 1970.
- SIEL Legal Energy Information System database which contains the law of energy sector from 26 countries in Latin America and the Caribbean.
