COORDINATOR OF HYDROCARBONS

She holds a BA in International Studies, a lawyer and specialist in international oil trade policy and the Universidad Central de Venezuela. As a specialist in Negotiation and Conflict Resolution in Security and Defense at the Institute for Defense Studies. He has done post-graduate courses in Constitutional Law and Political Science at the University of Salamanca.

He served as Coordinator of the Office of International Affairs, Leader of monitoring energy relations with South America and Head of multilateral affairs at the Ministry of Popular Power for Energy and Petroleum of Venezuela.

Participated as a member of the Negotiating Team of Venezuela to MERCOSUR and the Charter of the International Energy Forum was also the Principal Rapporteur of the Expert Group Meeting on Energy of the UNASUR, the South American Energy Council, the Committee Multilateral Project Work Gas Pipeline Network South of the High Level Binational Pipeline Antonio Ricaurte and the Secretariat and the Council of Ministers of PETROCARIBE.

He currently serves as Coordinator of Hydrocarbons OLADE.
 

Description .-

Considering that approximately 70% of the energy matrix of the Region is supported by hydrocarbons and the availability of this resource is diverse in each of OLADE´s Member Countries, it is of paramount importance to have a regional vision that will allow to identify successful experiences and best practices in the industry. In this regard, the Latin American Energy Organization has the Hydrocarbons Coordination within its organizational structure, with the following objective:

Processes:

  • Micro-economic and statistical analysis on the demand of the petroleum subproducts in its Member Countries.
  • Research on the hidrocarbon sector in Latin America and the Caribbean.
  • Facilitate the decision-making in regards to the exploitation of hidrocarbon in the Member Countries of OLADE.

Objective:

Contribute to the development of the hidrocarbon sector through the gathering, analysis and processing and the creation of technical, economical and political information to facilitate the decision-making process.
