Virtual Energy Training Program

CHARACTERISTICS

The Latin American Energy Organization (OLADE) by means of its Virtual Energy Communication System (SICVE) has started a Virtual Training Program (CAPEV) in order to provide massive and frequent training programs.

Taking advantage of SICVE and the tools provided by webconference technologies, the virtual training courses intend to:

• Reduce expenses on trips, transportation, stay and other expenses related to the transportation of professionals among countries and Ministries of Energy.
• Promote the increase of training events.
• OLADE should constantly provide training programs on different areas related to the energy sector.
• Use remote training technologies from Institutions outside of the Organization.

PHASES OF THE PROGRAM:

In the first phase, The Canadian International Development Agency (ACDI-CIDA) will financially support the program. During this period, OLADE will introduce this training modality to the Member Countries and seek their acceptance.

This phase will start on October 23, 2006, after which training courses on OLADE’s products and services will be provided, such as trainings on SIEN, SIEL, Energy Balances, among others.

During this period, interministerial meetings among Member Countries will also be held through SICVE in order to facilitate the dialog, the relationships and the interchange of experiences.

Next, during the second phase, OLADE will be positioned as specialized energy training centre, providing services to companies, universities, associations, international institutions and other private stakeholders, which will generate the financial resources needed for its sustainability in the long term.

This period is expected to start on the last quarter of 2007, during which trainnings will be provided on Energy Efficiency, Renewable Energy, Energy Planning, among others, including those trainnings requested by the Member Countries.

METHODOLOGY:

CAPEV courses will be held in a coordinated manner and will consider the different subregions, languages and time zones of the Member Countries.

During the initial phase of the project, the trainnings will be transmitted from OLADE offices to the countries participating in the courses or training modules.

The objective in the future is to establish a network among countries of Latin America and the Caribbean, through which experts and energy specialists could share their knowledge and experiences regardless their location.

ADDRESSED TO:

The virtual training courses will essentially be addressed to the staff from the Ministries and Secretariats of Energy of each one of the 26 Member Countries of OLADE ;however, virtual training courses are also expected to be provided to personnel from enterprises, universities, associations and international organizations and other private stakeholders interested in the energy sector.

STRUCTURE OF THE TRAINING PROJECT:

The training courses will be held by thematic modules.

The duration of the virtual sessions will depend upon the theme/topic of the course:  OLADE will provide in advance the work and study material.

Accordingly, the students shall complete the practical exercises indicated in the study material during their time outside of the virtual training sessions.

Additionally, tutoring will be scheduled during which the student will be able to communicate with the instructor in order to clarify specific doubts.
