ACTIVITIES Rural Electrification

Component 1:

1. Assessment of International CDM experience.

Its purpose is to get to know international experiences and their potential contributions to Latin America and the Caribbean, including recent policy developments, funds established and their features, new initiatives of interest to the region (environmental additionalities, baseline studies, and small-scale projects, among others) and the degree of support from countries of North America, Europe and entities of other regions.

2.  Diagnosis of the CDM situation in Latin America and the Caribbean.

A diagnosis of the current CDM status in the region is planned, including the level of institutional development in the national CDM offices, their regulatory framework, current technical capacity, obstacles to its normal development, and projects that are ongoing or in process of negotiation.

3. Case studies to support 4 countries in the CDM context.

Detailed case studies will be done on CDM-related technical capacity and activities in 4 countries of the region, in order to identify needs for support in national offices in terms of training and specific policies as to enable the countries to improve their participation in the mechanism. Also, national workshops will be held to review progress made in  CDM, including training activities.

4. Proposal to improve CDM policy guidelines

Based on the documentation of international experience, the diagnosis of the Latin American and Caribbean situation, and the case study findings, a policy guideline proposal will be developed seeking the effective involvement of the countries of the region in the CDM. The proposal will be presented during a regional workshop.

 

Component 2:

1. Development of CDM Guidelines.

Guidelines for the CDM application in Latin America and the Caribbean will be developed, including a description of the mechanism, the project cycle, the concept of additionality, baseline, project costing and funding, small-scale projects, international emissions market, features of the major European funds, among others.    

2. CDM Seminar Workshops.

The guide will be presented and reviewed in sub-regional events, which will study CDM progress in each of the attending countries and success stories cases will be presented. OLADE will be in charge of organizing this workshop for the Andean countries.
